DZIRCIEMA | THE PROPOSAL FOR TERRITORIAL DEVELOPMENT | 2018

The detailed plan's territory, spanning over 22 hectares, is located in the green periphery of Riga, less than 1 km north of Iļģuciems. In the middle of the territory lies a dune ridge where the former Esena Manor, also known as Gotāna or the Great Manor, was once located.

Only a few ruins of the manor complex have survived to this day. During the 20th century, garden plots were created in this area, but they have since been cleared. Only the existing trees remain, and during the detailed plan's development, six nationally protected and three locally protected notable trees were identified. The pronounced terrain in the middle of the detailed plan's territory and its surroundings, along with the picturesque groves of trees, makes it a particularly attractive location.

Therefore, the development of the detailed plan began with an aesthetic landscape evaluation, which identified the most valuable landscape zones where only public-use buildings are permitted, as well as the most suitable zones for residential construction. The detailed plan provides for diverse construction, including row houses, twin houses, low-rise and high-rise apartment buildings, and several buildings with public functions. In addition to the detailed plan, several specialist studies were conducted, including an analysis of transport flows, evaluating them both in the existing situation and in a scenario with the planned northern transport corridor in place.
